The City District Government Rawalpindi (CDGR) has chalked out an effective plan to take legal action against owners of phoney and illegal housing societies existing in the suburbs of Rawalpindi.
The plan has been chalked out on the directions of Punjab Chief Minister Shahbaz Sharif, as he received a large number of complaints from people affected by illegal societies. Action on the plan would be implemented at the end of August this year.
In this connection, the city district government headed by Commissioner Rawalpindi Khalid Masood has directed the Rawalpindi Development Authority to submit complete list of all illegal and phoney housing societies, which are functioning in the suburbs of Rawalpindi.
Credible sources told that Commissioner Rawalpindi Khalid Masood recently issued directives to RDA for submitting a list of the housing societies, which are operating without possessing licences and NoCs and are reportedly minting the hard earned money of innocent people. The orders were passed through Directorate Revenue, city district government.
The sources said that following the orders of the Commissioner, RDA Director Town Planning Jamshed Aftab compiled a complete list of total number of housing schemes/societies numbering 49 out of which only 13 are functioning legally while completing all required formalities and people have no complaint with them in any form. The societies, which are operating legally, have also not made any encroachment on government land. However, owners of 36 other housing schemes are functioning illegally in the controlled area of RDA.
When this correspondent approached Jamshed Aftab to seek his views over the matter, he informed that the 36 housing societies/schemes both big and small have not fulfilled any required formalities including obtaining licences. The list of the illegal housing schemes existing illegally has been forwarded to the Assistant Director City, Revenue, City District Government Rawalpindi with complete details. Interestingly out of 36 phony housing schemes 3 exist without name at different places.
According to the list provided to the Assistant Director Revenue, the societies functioning illegally include the following;

According to director town planning, RDA even in the past have forwarded the names of phony housing schemes to the previous city district governments, however, nothing has been done for action against them. He said that action is taken through Cooperative Housing Committee of the government. Dozens of notices have been served to the owners of the illegal societies, but none of them approach to fulfill legal formalities. He said that most of the illegal societies have no sites offices but continue purchase work through local property dealers. Majority of illegal societies having no land to sell plots to the people just to mint their hard earned money. No development work is carried on by other housing schemes after sale of plots to the people.
He said that it is up to the concerned authorities to take legal action against the related owners of the societies to check the practice in the best interest of the people.
Commissioner Rawalpindi Khalid Masood talking to this correspondent confirmed that on the orders of Punjab government plan has been prepared to launch operation against illegal societies, which are cheating the innocent citizens. Working has already been initiated on the plan and it is being supervised by DCO Rawalpindi. Drive would be launched against owners of phony societies after Ramazan, he informed.
